On August 15, 2007, Canadian Hydro Developers Inc. (Canadian Hydro) announced it had been awarded two 20-year Standard Offer Contracts (SOCs) from the Ontario Power Authority (OPA) for the supply of 18 MW of electricity in Ontario. The electricity will come from two phases of the Royal Road wind project (part of the Canadian Hydro’s 2006 acquisition of Vector Wind Energy Inc.).
An Environmental Review Report was prepared for the project in 2004. On May 12, 2005 the Minister of the Environment confirmed the March 1, 2005 decision of the Director of the Environmental Assessment and Approvals Branch of the Ministry of the Environment that an individual assessment was not required for the project. Canadian Hydro Developers, Inc. has filed the Statement of Completion for the Royal Road project with the Director, thus completing the Ministry of the Environment’s Environmental Screening Process (ESP).
On August 26, 2002, The Corporation of the County of Prince Edward adopted Amendment No. 14 to the County Official Plan (By-Law No. 902-2002) and Zoning By-Law No. 903-2002 to permit the installation of the Royal Road project. These approvals were subsequently appealed to the Ontario Municipal Board (OMB), and the OMB proceedings were subsequently suspended pending completion of the ESP. With the ESP now complete, Canadian Hydro is moving forward with the OMB proceedings to address the appeals.
